What do i need do to to travel to Canada with no green card or passport?
This question is for my friend. She is from Laos and has been in the US for 18 years and is permanent resident of NY. When the immigration department sent her a renewed green card 2 years ago, she was living in Houston and her old address was outdated. She never got the card and now they cant located it. She applied for a lost green card replacement. Once she gets the green card, what is the quickest path to get into canada and back into the US without hassles? She has a NYS drivers license. Was a refugee when she came to the US. Laos has no birth certificate. Laos Refugees have no passport and cannot get a passport

OK, you've asked two questions--getting into Canada without a greencard, and then getting into Canada with a replacement card. Without the green card she cannot travel across the border. She needs both the green card and ID.

She must have passport. The other option is she could become US Citizen and travel with US passport.

I don't think your friend can travel to Canada without a valid GC or passport unless she asks for an official document from USCIS stating that she has a LPR status in the U.S. and her green card replacement is in progress. She is a permanent resident so in theory, she could travel to Canada, she just needs to prove her status, of course officially. What the person above me said is also a good idea. It sounds like your friend has been living in the States for many years. She should get naturalized then she wouldn't have to worry about replacing her GC anymore. I have heard of people whose address changed and they never got their GCs but I never understood why not. I mean if there is a new person living at your place and you contact that person, why wouldn't they send it to you or at least back to USCIS?

You know... that just might be a little illegal if she has doesn't have everything needed.

no passport = no visa = no entry if she has been in USA for so long, why does she not apply for US citizenship and then a passport?

I agree with the 'go for citizenship' route. Once you have citizenship, you can get a US passport, which will make it easy to cross the border.
