Yes you can go to the Thai embassy in Laos and get a tourist visa good for 60 days for 1,000 baht and you can extend it once for 30 days at immigrations for an additional cost of 1,900 baht. Here is the website for the Thai embassy in Laos, http://www.thaiembassy.org/vientiane/home.html You may also want to check to see if you can get a double entry tourist visa which is two tourist visas which means that after 90 days you have to leave and return to Thailand again for the next 90 days. But I understand some Thai embassies will not do this. But you can check it out, it doesn't hurt.

I don't reccomend that. I was in Thailand for 28 days, went to do the same, then was denied. They are really cracking down on the visas via boarder crossings. Be careful... as said above, after 90 days in the Kingdom, they expect you to leave for 90 days!!! I fortunately got a one year visa because of my work teaching, but even still, had to go to Kuala Lumpur to get it. My advice, call a local visa company... someone who speaks English, ask them, and always, have a good Thai translator... Sawat-de-ka
