I don't think so. It's just an old tradition. After the 1990s in Laos, it was frowned upon for grown men to grow their hair long. Today, I don't think it really matters. Though, there is a Laotian custom where all of the boys are supposed to shave their hair off when there is a death in the family.

No, no law like that. Cultural norms would generally assume that men should have shorter hair, but things are changing and it is becoming more common to see men with long hair in the cities.
