Question about getting a tattoo under 18 with permission

Question about getting a tattoo under 18 with permission?
My school has a program where instead of having your Senior year in high school you can do a two year program at the local community college and basically earn college credits and graduate from high school aswell. The main reason I'm doing this is because of my love of travel, the program allows you to study abroad in different countries during your two years. My best friend sense i was little is doing this as well although she is a year older, so she will be 18 when I'm 17. Anyways, my mom wanted all of my siblings to get a small tattoo of a full moon with clouds that says "under the same moon" in Lao. (we use to live in Laos until i was 7). Its basically for sentimental reasons because our family is sort of spreading across the globe soon. I'm the youngest. So before i leave for two years with my friend I wanted to get that tattoo. My mom will let me, but I heard if your underage, even with permission, you can only get tattoos in certain areas on your body. So the point being of this long explanation is would they allow me to get it on the top left of my back, like on my shoulder blade? its really small, I'd say like if you held your hand horizontally it would be about the length of your palm. Also, about how much would a tattoo like that cost? We want it to be a realistic looking moon, not like a cartoon drawing. I live in Ny if that helps, we also could go to Nj without a problem though. Minors, with permission, can get any tattoo that want as long as its not in a "private" area. They shouldn't have a problem with a back tattoo, because it's a very common place for getting tattooed.
